昨天晚上看了美国总统奥巴马的“State of the Union address”,前半段令人鼓舞,后半段与前半段很矛盾,之后共和党与茶党的声明基本上全盘否定了奥巴马的计划,未来几个月有很多未知数。
前半段提到美国的发展应该依赖科研与教育,用教育培养人才,用科学带动发展并创造就业,听着和中国的很多政策很象。今天美国生化与分子生物学协会发表声明,完全支持总统的主张,希望生命科学领域能为这个教育与科学战略做贡献,下面是协会的声明。要想落实这个战略,就得增加科研投入,增加科研资金的支持力度,改善NIH经费的紧张局面。
但到后半段,说要冻结未来5年的政府支出,这就意味着实际意义上的经费消减,加上共和党人和茶党人士极力推广的压缩政府开支的计划,我看未来几年NIH的经费不会很好,听说RO1在有的领域只能给前6%的申请人。
计划很美好,实施起来难度很大,要想在科研领域生存,就得不断努力。
BETHESDA, Md., Jan. 26, 2011 — On Tuesday night, President Barack Obama fulfilled his constitutional duty by providing a joint session of Congress an annual report. During his State of the Union address, the president outlined a framework that he said he believes will create jobs and strengthen the nation’s economy through investments in research.
“This is our generation’s Sputnik moment,” Obama explained. “Two years ago, I said that we needed to reach a level of research and development we haven’t seen since the height of the space race. In a few weeks, I will be sending a budget to Congress that helps us meet that goal. We’ll invest in biomedical research, information technology, and especially clean energy technology — an investment that will strengthen our security, protect our planet, and create countless new jobs for our people.”
In response to Obama’s remarks, Suzanne Pfeffer, president of the American Society for Biochemistry and Molecular biology, said in a statement: “Last night’s State of the Union address carried with it a message of job creation through investment in research and education. As a scientific society representing 12,000 biochemists on the cutting edge of biomedical research, ASBMB applauds the president for his calls for reforms to the nation’s education system and his focus on job creation through American innovation. The American biomedical research enterprise can play a critical role in creating new high-tech, high-paying jobs, helping to keep the United States a global leader.
We support President Obama’s calls for investments in biomedical research and will work with lawmakers on both sides of the aisle to tell the story of how investments in the National Institutes of Health, Department of Energy and National Science Foundation can strengthen our economy and improve the quality of life and well-being of Americans.”
